Jakarta, CNBC Indonesia – Honorary staff will receive a special gift in 2023 from the government, through the issuance of Law (UU) Number 20 of 2023 concerning State Civil Apparatus (ASN).
They should be dismissed simultaneously in November 2023 because of the provisions on eliminating honorary staff through Law no. 5/2014 and circular letter B/185/M.SM.02.03/2022 which was promulgated on 31 May 2022.
However, through Law 20/2023, the elimination of honorary staff has been postponed until December 2024. During that time, the government will make special regulations to organize these honorary staff.
Minister for Administrative Reform and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said there were at least 3 steps being prepared to save the fate of honorary workers.
“We have 3 policy steps for structuring non-ASN,” said Anas during a meeting with Commission II of the DPR RI to discuss implementing regulations derived from Law 20/2023 in November 2023.
Anas said the first step was taken through the Decree of the Minister of PANRB Number 648/2023 concerning the Selection Mechanism for Government Employees with Work Agreements (PPPK) for Functional Positions. This decision regulates an 80% quota for the selection of ASN candidates specifically for honorary staff.
The second step is to change status to part-time PPPK. Before being appointed, data on honorary staff will be validated and verified first by the Financial and Development Supervisory Agency (BPKP), as well as the State Civil Service Agency (BKN). If they pass, the honorary staff will be appointed as part-time PPPK.
Anas said the part-time PPPK data would be entered into the system to evaluate its performance. The third step is still related to the results of the part-time PPPK performance assessment. If needed, part-time PPPKs whose performance is good will be appointed as full-time PPPKs.
“If there is a need and budget, the part-time PPPK will be focused on filling the full-time PPPK formation through rankings,” he said.
Based on this plan, the government has reopened recruitment for candidates for state civil servants (CASN) while completing various handling steps until December 2024. The PANRB Ministry has also opened 80% of the PPPK quota in CASN 2023 specifically for former THK-2 and non-ASN.
“An 80% quota has been prepared for special formations for former THK-2 and non-ASN whose graduation is based on the best rank, and a 20 percent quota for general formations where graduation is based on the Threshold Score and best rank,” said Minister Anas.
For this year's CASN selection, the government opened 572,496 formations consisting of 72 central government agencies with 78,862 ASN, and regional governments with 493,634 ASN.
The total CASN formation in the central government consists of a requirement of 28,903 for CPNS and 49,959 for PPPK. In the regional government, only special allocation is allocated for PPPK with details of 296,084 PPPK Teachers, 154,724 PPPK Health Workers, and 42,826 PPPK Technical.
With the limited number of formations being opened, Indonesian people's interest in becoming CASN remains high. The State Civil Service Agency (BKN) noted that by the time registration closed on October 11 2023, the number of CASN 2023 applicants had reached 2,409,882 people, or the equivalent of 420% of the total quota provided.
Of the total applicants, specifically for CPNS organizations, there were 945,404. Meanwhile, PPPK formation applicants consist of 439,020 Teacher PPPK applicants; PPPK applicants for Health Workers were 388,145; and 637,313 Technical Personnel PPPK applicants.

After this year's CASN selection process was opened, including to accommodate the handling of honorary staff, next year a special direct appointment scheme will also be prepared.
Plt. Assistant Deputy for Talent Management and HR Capacity Building for PANRB Ministry Apparatus, Yudi Wicaksono, said the government is now entering the process of validating data on honorary staff who will be immediately appointed as ASN.
“We are still in the document validation stage, 3 million non-ASN workers are being validated based on data entered into BKN,” said Yudi at the ASN Management Arrangement event after Law no. 20/2023 concerning ASN, quoted Saturday (18/11/2023).
In handling these honorary staff, the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) is currently working on a scheme for appointing them based on performance rankings throughout this year, so that they do not go through a selection process with a threshold score. “Later we can use a ranking model, not a threshold value, that is what is currently being discussed,” said Yudi.
If the data on the 3 million honorary workers is included in the section that passes document validation, their names will be entered into a special platform to monitor their performance. For honorary staff whose names are at the top of the rankings, they will be a priority for appointment as ASN next year. The appointment will immediately become PPPK.
“So they will be ranked as to who is the best and they hope to compete with each other, who will be the best this year, so that next year it will be a priority to be appointed as a full-time PPPK,” said Yudi.
In the CASN procurement process next year, it will no longer be once every year like so far. BKN stated that future CPNS procurement will also be more flexible. In one year, the opening of the CASN selection can be carried out up to 3 times.
“What I may need to inform you about in the future is that at least starting in 2024, the implementation will be relatively flexible, unlike now or the previous year,” said Deputy for Personnel Information Systems at BKN Suharmen in the CASN 2023 Selection Transparency Dissemination webinar, Monday (20/11/2023 ).
A more flexible implementation of CASN selection is possible because the DPR has passed the new ASN Law. The law stipulates that the opening of ASN selection can be more frequent than regulated by the old regulations.
The new regulations were made because so far the central and regional governments have recruited many honorary staff to fill vacancies left by old ASN due to retirement or death. Currently, derivative regulations for this law are being drafted by the government.
