Jakarta, CNBC Indonesia – The contactless non-cash toll road transaction system or Multi Lane Free Flow (MLFF) will soon be implemented on a number of toll roads in Indonesia. With the implementation of this new system, people are required to register on a special application called Cantas.
The policy regarding this matter is contained in Government Regulation (PP) Number 23 of 2024 concerning Toll Roads, which was signed by President Joko Widodo on May 20 2024. In Article 105 of the regulation, it is stated that vehicles going on the toll road must register via the special MLFF application on their smartphone, namely Cantas.
“When the contactless non-cash technology system has been implemented, toll road users are required to register the motorized vehicles they use through the contactless non-cash non-stop technology system application approved by the Minister,” reads the regulation, quoted on Sunday (26/5/2024).
Toll road users who have not registered their vehicles will face sanctions in the form of fines. When the MLFF system has been implemented and toll road users who do not pay the toll will be subject to administrative fines in stages.
The imposition of administrative fines in stages as intended is carried out with the following provisions:
1. A level I administrative fine is imposed in the amount of one toll rate which must be paid if the toll road user does not pay the toll as intended in paragraph (1) within 2×24 hours from the time the notification of the violation is received;
2. Level II administrative fines are imposed in the amount of three times the toll rate that must be paid if toll road users do not make toll payments and administrative fines within a period of 10 x 24 hours from the time the toll road user does not comply with their obligations as referred to in letter a; And
3. Level III administrative fines are imposed in the amount of ten times the toll rate that must be paid and blocking of vehicle registration certificates if toll road users do not pay tolls and administrative fines within a period of more than 10 x 24 hours from the time the toll road user does not comply with their obligations as referred to in letter b.
“In the event that a toll road user does not register the motorized vehicle he uses in the non-cash contactless technology system as intended in paragraph 2 and does not pay the toll as intended in paragraph (1), he will be subject to a level III fine as intended in paragraph (6) letter c,” reads Article 105 Paragraph 8.
Income originating from administrative fines can be non-tax state revenue (PNBP). It was also explained that the imposition of these fines does not negate the rights of Business Entities to pay obligations for Toll Road Users who do not or do not pay To1 rates.
It is known that MLFF is a National Strategic Project (PSN). This program was delayed from plans. Touchless toll payment technology was supposed to be available in Indonesia in 2023, but until now it has not yet been used.
However, it is hoped that this project can reduce vehicle queues at toll gates. Currently the government is collaborating with PT Roatrex Indonesia Tollroad System (RITS) to develop this system.
